- Remove COPY static/ (runtime uploads live in DATA_DIR/uploads)
- Add /health endpoint
- Read PORT from env (NOMAD_PORT_http in production, 9756 local)
- citti.nomad: dynamic port, canary deploy, Consul/Traefik, health check
